Who can vote, why it matters, and who is running for Prime Minister (As of September 10, 2025)
2025年7月20日に、参議院選挙（さんぎいんせんきょ）がありました。
この選挙（せんきょ）で、自民党（じみんとう）と連立与党（れんりつ よとう）は 過半数（かはんすう）を失（うしな）いました。
石破（いしば）首相（しゅしょう）は、この 「選挙（せんきょ）で負（ま）けた責任（せきにん）」を取（と）って、首相（しゅしょう）と自民党総裁（じみんとう そうさい）をやめると9月7日に発表（はっぴょう）しました。
On July 20, 2025, there was an election for the House of Councillors.
In this election, the Liberal Democratic Party (LDP) and its coalition partners lost their majority.
Prime Minister Ishiba said he would take responsibility for losing the election, and on September 7, he announced that he would resign as Prime Minister and LDP President.

投開票日（とうかいひょうび）（投票（とうひょう）して結果（けっか）が出（で）る日）：10月4日
Official announcement day (when candidates are announced): September 22
Voting and result day (when ballots are cast and the result comes out): October 4

国会（こっかい）の首相（しゅしょう）指名選挙（しめいせんきょ）
Prime Minister Selection in the Diet
日本国憲法（にほんこくけんぽう）では、首相（しゅしょう）は国会（こっかい）が決（き）めます。
国会（こっかい）には
衆議院（しゅうぎいん）465人（2025年現在（げんざい））
参議院（さんぎいん）248人（2025年現在（げんざい））
がいます。
法律（ほうりつ）では、衆議院（しゅうぎいん）と参議院（さんぎいん）が 別々（べつべつ）に投票（とうひょう）して首相（しゅしょう）を決（き）めます。
つまり、自民党（じみんとう）以外（いがい）の国会議員（こっかいぎいん）も投票（とうひょう）できます。
In the Japanese Constitution, the Prime Minister is chosen by the National Diet.
The Diet has:
465 members in the House of Representatives (as of 2025)
248 members in the House of Councillors (as of 2025)
Both houses vote separately to choose the Prime Minister.
This means not only the LDP, but all members of the Diet can vote.

これは 自民党（じみんとう）の中（なか）の選挙（せんきょ）です。
投票（とうひょう）できるのは
自民党（じみんとう）の国会議員（こっかいぎいん）
自民党（じみんとう）の党員（とういん）・党友（とうゆう）
だけです。
👉 党員（とういん）：お金（かね）をはらって自民党（じみんとう）に入（はい）っている人。
👉 党友（とうゆう）：党員（とういん）ではないけれど、自民党（じみんとう）を応援（おうえん）している人。
This is an election inside the LDP.
The people who can vote are:
LDP members of the Diet
LDP party members and party supporters
👉 Party members: People who pay money to join the LDP.
👉 Party supporters: People who are not official members, but support the LDP.
なぜ「自民党総裁選（じみんとう そうさいせん）＝首相選び」と言（い）われるのか？
Why the LDP Leadership Race Usually Means Choosing the Prime Minister
今（いま）の日本（にほん）では、自民党（じみんとう）が衆議院（しゅうぎいん）で一番（いちばん）大（おお）きな党（とう）です。
そのため、自民党総裁（じみんとう そうさい）＝首相（しゅしょう） になるのがふつうです。
だからニュースでは「自民党総裁選（じみんとう そうさいせん）が首相（しゅしょう）を決（き）める選挙（せんきょ）」のように言（い）われます。
In Japan today, the LDP is the largest party in the House of Representatives.
So usually, the LDP President becomes the Prime Minister.
That is why the news often says, “The LDP leadership race is like the election for Prime Minister.”

高市早苗（たかいち さなえ） 元（もと） 経済安全保障担当大臣（けいざい あんぜん ほしょう たんとう だいじん） 出馬（しゅつば）する予定（よてい）です

まとめると(To Sum Up)：
国会（こっかい）の首相指名選挙（しゅしょう しめい せんきょ）では → 国会議員（こっかいぎいん）全員（ぜんいん）が投票できる。
自民党総裁選（じみんとう そうさいせん）では → 自民党（じみんとう）の人（ひと）だけが投票できる。
でも、自民党（じみんとう）が一番大きい党なので、自民党総裁（じみんとう そうさい）が首相（しゅしょう）になるのがじっさいです。
In the Diet Prime Minister vote → all Diet members can vote.
In the LDP leadership election → only LDP people can vote.
But since the LDP is the biggest party, the LDP President usually becomes Prime Minister.
